Disabled Assessment and Rehabilitation

Following forums are working for the assessment and rehabilitation of the disabled persons: 

National Council for Rehabilitation of Disabled Persons

Disabled Persons (Employment and Rehabilitation) Ordinance issued in 1981 by the Government of the Pakistan and under this Ordinance National Council for Rehabilitation of Disabled Persons was constituted along with its auxiliary councils working in all provinces to oversee and execute the policy made for employment, rehabilitation and welfare of the persons with disabilities. After 18th amendment Disabled Persons (Employment and Rehabilitation) Ordinance 1981 promulgated as Disabled Persons (Employment and Rehabilitation) Amendment Act 2012. In the wake of this Provincial Council for Rehabilitation of Disabled Persons is working under the statutory preview of the Disabled Persons (Employment and Rehabilitation) Ordinance 1981 and Amendment Act 2012. Under this Act, there are two set ups working for the development of disabled persons.

District Assessment Boards

Under section 12(2) of Disabled Persons (Employment & Rehabilitation) Ordinance, 1981 Provincial Council for the Rehabilitation of Disabled Persons (PCRDP) has set up District Assessment Boards (DABs) in all districts of Punjab to assess the nature and extent of disability and to issue disability certificate. These boards are working in all District Head Quarter (DHQ) Hospitals of Punjab. District Assessment Boards hold meetings weekly/fortnightly/monthly based on number of applicants.

The composition of the Board is as under:

  • Manager Employment Exchange
  • Vocational Guidance Officer/ Lecturer Applied Psychology
  • Representative of Technical Training Wing of the Directorate of Manpower and Training


Any person residing in the territory of Punjab having disability may apply for assessment and registration through District Officer (Social Welfare) of the concerned district.   

District Rehabilitation and Training Committees (DRTCs)

Under section 9 of Disabled Persons (Employment & Rehabilitation) Ordinance, 1981, District Rehabilitation & Training Committees (DRTCs) are working in 36 districts of Punjab for the Rehabilitation of Persons With Disabilities (PWDs). For those Persons with Disabilities (PWD) who declared as 'Not Fit For Work', DRTC determine suitable measures for their rehabilitation taking into account the nature of disability.

Each committee is consists of the following:

Executive District Officer (CD)  

District Officer, Social Welfare


  • MPA of the District / Area to be nominated 
  • Chairman, District Zakat and Ushr Committee  
  • Chairman, Tehsil Zakat & Ushr Committee
  • Principal, Vocational Technical Training Institute
  • Manager, Employment Exchange 
  • Labour Welfare Officer
  • 4 Prominent Social Workers to be nominated by the Chairperson with consultation of District Officer (SW)


Persons with disabilities who are assessed by District Assessment Board and declared as 'Not Fit For Work' and having no source of income is entitled for alternate modes of rehabilitation including medical rehabilitation and self-employment by District Rehabilitation Training Committee to make them independent and self-reliant citizens of the society.


Following facilities are being rendered by the District Rehabilitation and Training Committees:

  • Free Medical Treatment
  • Provision of Free Artificial Limbs
  • Provision of Free Wheel Chairs, Hearing Aids etc.
  • Financial Assistance
  • Employment Opportunities through Private Establishments etc.
